Such ministry to the weak, the poor and the vulnerable should be intentional, planned and done with wisdom. It should be Christ centred, as any ministry which does not include sharing the gospel is not Christian ministry, and ultimately only provides temporary (bandaid) help.
Charles Price in one of his talks at Belgrave Heights Convention in April 2017 put it this way: “The local church is only as strong as it’s ministry to the weak and the poor.”
